1985 “Great Town” Guide

In 1976, the South Carolina State Development Board started the Governor’s Rural Economic Achievement (GREAT) Trophy, a self-help program for communities with a population of less than 15,000. The towns voluntarily choose to enter the program and through broad community participation, achieve the standards of preparation excellence established by the State Development Board.
