Greer Streetscape Project Update

Two general contractors submitted bids for the City of Greer Streetscape project on a previous Friday and less than 1% separated the two bids. The low bid was submitted by Sossamon Construction Company of Gaffney at $10,868,886, while Dillard Excavating of Pelzer submitted a bid of $10,968,315.

“I don’t believe we’ve ever had a bid on a $10 million project that close,” CoTransCo’s Terry Bragg said.

Sossamon Construction submitted the lone bid of $11.75 million on Nov. 8. The Greenville Legislative Delegation Transportation Committee and the City of Greer decided to rebid the project.

There will be a 15-day protest period, after which Sossamon Construction may be officially awarded the contract.

“We expect to execute a contract prior to the end of the year with mobilization to begin the second or third week of January,” Greer City Administrator Ed Driggers said. “We will plan a ground breaking program to coincide with the mobilization.”

Driggers added that the project remains on schedule for completion by June 30, 2020.

The streetscape project includes work on all roads in the central business district. The centerpiece is transforming Trade Street through a shared street design — milling it down to one inch below the curb line, installing pavers, repairing all broken curbing and gutters, ensuring ADA accessibility, and installing all new landscaping and lighting.
